The Ministry of Agriculture proposes to limit the subsidization of grain by rail at preferential tariffs, this follows from the draft resolution, which is posted on the Regulation.gov.ru.
The draft assumes that compensation will be paid to Russian Railways for grain transportation in the period from February 1 to August 31. The number of regions from which grain can be transported at reduced rates has also been reduced from 13 to 8 (Altai and Krasnoyarsk Territories, Kemerovo, Kurgan, Novosibirsk, Omsk, Orenburg and Tyumen regions).
Moscow and the Moscow region were included in the list of regions where it is possible to transport grain at reduced rates, however, the Krasnodar Territory and the Rostov Region were excluded, since these regions account for a significant part of export shipments. The Ministry of Agriculture believes that these measures will help stimulate the export of grain from surplus, but remote areas, and restrain the seasonal rise in prices for grain and their products.
