Industrial clusters: Rebooting state support measures

Andrey Shpilenko, Director of the Association for the Development of Clusters and Technology Parks of Russia, discussed with representatives of industrial clusters in Russia the Association's proposals to extend and update measures to support industrial clusters.

 

Industrial clusters have been supported by the Ministry of Industry and Trade of Russia since 2016. Now the Ministry of Industry and Trade, with the participation of the Association, has developed proposals to extend support measures for 2021-2023.  In July, the Association collected information on the need for industrial clusters in subsidies, which amounts to over RUR 4 billion ($ 54.46 million). This forecast was taken into account when forming proposals for the Ministry of Industry and Trade of Russia.

 

"The Association continues its work aimed at confirming the significance and effectiveness of state support for industrial clusters, together with the Ministry of Industry and Trade of Russia we have formed proposals for amending the Resolution of the Government of the Russian Federation No. 41 dated January 28, 2016," said Andrey Shpilenko. "Near future the Government of the Russian Federation plans to make a decision to extend the support measures. I hope it will be positive, as this tool will provide support for suppliers of components of the second and third levels."

 

The assessment of the results of the work of industrial clusters carried out by the Association confirms their effectiveness. Industrial clusters operate in 36 regions of Russia, unite more than 630 companies, provide jobs for more than 30,900 people. As a result of the implementation of cluster projects, by the end of 2020, import substitution products will be produced in the amount of RUR 69.4 billion ($ 944.86 million). At the same time, each ruble of subsidies from the federal budget attracted RUR 5.5 of private investment from project initiators.
