Will the Russian Government create a land fund for agricultural purposes?

The authorities began to discuss the idea of creating a federal fund of agricultural land. It is assumed that the fund will include not only federal agricultural lands, but also territories belonging to regions and municipalities, as well as ownerless lands. In addition, agricultural land taken from private owners who are not used for their intended purpose will fall into the fund.

 

According to experts, the creation of the fund would become an effective tool for involving agricultural land in circulation, in addition, this tool can strengthen work to ensure food security and export development, as well as improve the life quality in rural areas. However, a decision to create a fund has not yet been made.

 

According to Rosreestr, agricultural lands in Russia occupy 383.2 million ha (data as of January 1, 2018, information for the past year has not yet been published). Of these, a little more than a third belong to farmers and companies. State and municipal ownership is 255.5 million hectares of agricultural land - these lands can potentially be included in the new fund. Most of the state agricultural land is not distributed among specific persons, according to Rosreestr, municipalities own 12.9 million hectares, regions - 10.6 million hectares, and federal property - 6.3 million hectares.

 

Over the past year, the Russian government has begun the development of several bills that will simplify the removal of ownerless lands and agricultural land that are not used for their intended purpose. In June, it became known that Deputy Prime Minister Alexey Gordeyev instructed to consider the introduction of fertility rates and passports for each agricultural plot. Also last summer, the Ministry of Economic Development developed two bills that spelled out the mechanism for withdrawing private land plots if their owners do not comply with fire safety standards when operating land.
