A strategic session on the creation of a world-class scientific and educational center ended in Omsk on August 10. It was attended by university professors, heads of industrial and scientific enterprises, authorities, entrepreneurs. The organizers were the Government of the Omsk region, the Agency for Development and Investments of the Omsk region, and the Moscow School of Management Skolkovo.
Over the course of five days, the participants in the session developed a development program for the R&D Center and tools for its management. And following the results of two months, under the guidance of Skolkovo specialists, 30 most promising projects were selected, which could become the basis for the R&D Center. Earlier, the Governor of the Omsk region, Alexander Burkov, identified six areas of priority for the Omsk R&D Center: Rocket and Space Technology, Agriculture, Medicine, Automated Control Systems, Petrochemistry and Smart Roads. Omsk science and industry already have serious achievements in these areas. Members of the Board of Trustees of the Omsky Biocluster's StartUpAcademia took part in organizing the work in the 'Headquarters' and 'Communications' groups.
Boris Ostrovsky, director of project work at the Skolkovo Moscow School of Management, noted that the Omsk region has all the conditions for creating a world-class R&D Center.
Summing up the results of the session, the involvement and participation of the leadership of the Omsk region, the scientific and business community in the creation of conditions for the implementation of a large investment project were assessed by the main speaker of the session.
"Our meeting was productive. A team was formed, ready to start moving towards the creation of R&D Center in the Omsk region. The session participants and I are in working order and in close contact. We understand what Omsk R&D Center is and how it will develop," said Boris Ostrovsky, director for project work at the Skolkovo Moscow School of Management.
In total, 15 world-class R&D Centers will be created in Russia in accordance with the May decree of Russian President Vladimir Putin. This is one of the tasks of the 'Science' National Project. The federal status of the R&D Center can be awarded as a result of a serious competition with a large number of experts and scientific assessments. The creation of such a center will allow receiving federal investments for the development of the territory.
"The world-class R&D Centers is a model for the development of the Omsk region in the spheres of science, economics, education, which will rely on the advanced scientific, technical and industrial potential of the region. And we have the potential. We have resources and ambitions, both regional and Russian, on a global scale", said the vice-governor of the Omsk region Dmitry Ushakov.
