The Ministry of Agriculture of Russia proposes to establish the perpetual effect of a preferential tariff for railroad transportation of grain from the regions of the Russian Federation, and also extend the operation of this mechanism to a number of agricultural cargoes, in particular, oilseeds and fodder (soybean) meal.
It is also specified that the volumes of transportation of these goods and the levels of the minimum purchase prices for them by subjects of the Russian Federation, from railway stations of which the transportation is carried out, are determined by the decision of the Ministry of Agriculture of Russia before August 1 of the year preceding the year of transportation of agricultural cargo. At the same time, the levels of the minimum procurement prices are subject to agreement with the Federal Antimonopoly Service.
