Clusters: Reboot

The Association of Clusters and Technology Parks of Russia continues to work with the Ministry of Industry and Trade of the Russian Federation on reformatting measures to support industrial clusters. Thus, the Ministry of Industry and Trade of Russia, with the participation of the Association, developed a draft of rules for selecting joint projects of industrial cluster members eligible for state support in order to recover the costs of creating industrial production (including the localization of components).

 

At the end of January 2019, the Government of the Russian Federation, chaired by the Deputy Prime Minister Dmitry Kozak, decided to reload state support measures through the Ministry of Industry and Trade of Russia. In particular, the Government of the Russian Federation dated January 28, 2016 No. 41, which established support measures for industrial clusters, ceases to apply.

 

Director of the Association of Clusters and Technology Parks of Russia Andrey Shpilenko:

"Some support measures of in the Ministry of Industry and Trade as a whole are declining, other tools also change their parameters. According to Decree No. 41, effective from 2016 within the support for import substitution, support of previously approved projects of industrial clusters will continue, but new tenders will no longer be held. Instead, measures to support the clusters on which the Department of Regional Industrial Policy and Project Management of the Ministry of Industry and Trade of the Russian Federation works will be concentrated in the Resolution of the Government of the Russian Federation of 30.10.2014 No. 1119 "On the selection of Russian regions eligible for state support in the form of subsidies for compensation the cost of creating the infrastructure of industrial parks and technology parks."

 

The resolution initially acted on technoparks, now it will add a subsidy to industrial cluster members in terms of developing new products and developing cooperation, the director of the Association added. "That is, we expect that the resolution will be adopted in its final form during June-July 2019. This will allow the Ministry of Industry and Trade of Russia to consider the first applications for support this year," Andrey Shpilenko said.

 

The draft rules assume support for joint projects implemented by at least two industrial cluster members in order to establish industrial output (cluster final products or components in the interests of cluster members). The maximum project implementation period is eight years, of which up to five years is possible quarterly reimbursement of expenses in an amount not exceeding the amount of taxes and fees paid by the project initiator to the federal budget.

 

According to the draft rules, the following expenses are expected to be reimbursed:

  • Certification of products, production facilities or equipment;
  • Registration of intellectual property;
  • Delivery, installation, commissioning of production and technological equipment;
  • Acquisition of technological equipment for machines and equipment;
  • Purchase of software and equipment;
  • Development of design and technological documentation;
  • Manufacturing and testing of pilot batches of products;
  • Payment of interest on loans for capital construction and purchase of equipment;
  • Payment of leasing payments for equipment.

 

In addition, the draft rules included planned targets for the eighth year of the project: the amount of revenue from the sale of project products, at least 400 million RUR ($ 6.27 million) cumulative total; the growth of cooperation between the participants of the industrial cluster in the amount of not less than 150 million RUR ($ 2.35 million); the value added of the project’s products is at least 100 million RUR ($ 1.57 million) cumulative total.
