The 4th International Conference 'Clusters Open Borders' took place in St. Petersburg. This year, the focus of the conference is on leaders and best practices in the field of cluster development. The topic of the conference is reflected in its title - 'Time of Leaders'.
At the conference, the Association for the Development of Clusters and Technology Parks of Russia held a practical session entitled 'Measures to Support Clusters and Technoparks'. Director of the Association Andrei Shpilenko and head of the Territory Development Department Igor Golubkin told the participants of the conference not only about the existing measures of state support of cluster associations and technoparks, but also about the requirements for industrial clusters for inclusion in the register of the Ministry of Industry and Trade of the Russian Federation, features of the Government Resolution of the Russian Federation of 31.07.2015 No. 779 'About industrial clusters and specialized organizations of industrial clusters", practices of clusters formation and development.
"During the plenary discussion, most speakers agreed that one of the initial tasks was a radical reduction of import dependence through the creation of high-tech export-oriented industries based on the cluster approach. The participants paid special attention to the development of specialized cluster organizations, recognizing them as the main core, which is responsible for interaction, attracting investments and, in general, for the cluster functioning," Andrei Shpilenko, director of the Association of Clusters and Technoparks of Russia, commented.
The agenda of the second section included the presentation by Association experts of the materials on the specifics of the creation and operation of industrial technoparks, the conditions for participation in the competitive selection of the Ministry of Economic Development of the Russian Federation in 2019.
