September 18, the Omsk Chamber of Commerce and Industry (member of Omsky Biocluster), the Omsk Regional Association of Employers, the Omsk Regional Union of Entrepreneurs, the Council of Rectors and the Omsk State Technical University have signed the Agreement on Cooperation in Development Regional Segment of the National System of Professional Qualifications (NSPQ).
The agreement on behalf of the Omsk Chamber of Commerce and Industry was signed by the President of the Chamber, Olga Fedulova.
The creation of the Regional Methodological Center for NSPQ in Omsk region will be the key to the agreement. The Center will promote the introduction of NSPQ in the region on the basis of a model approved by the National Council for Professional Qualifications under the President of the Russian Federation. Its tasks include the development of professional standards, the updating of educational standards and programs, the creation of centers for independent assessment of qualifications. Such Centers are already established in 26 Russian regions. The centers have become regional hubs on all issues arising in the implementation of professional standards.
The joint activities of the participants of the regional agreement will ensure the introduction of new professional standards in companies, as well as in professional educational organizations of Omsk region, the conduct of professional and public accreditation of educational programs, the implementation of various activities aimed at improving the structure and quality of labor resources in Omsk region.
Omsk Chamber of Commerce and Industry jointly with the Chamber of Commerce and Industry of the Russian Federation began popularizing the introduction of NSPQ in the business community, in particular, in 2017 a series of seminars was held on staffing of industrial growth and the national system of skills for Omsk business.
A number of professional standards developed by the Council on professional qualifications of trade, foreign trade and certain types of entrepreneurial and economic activities of the Chamber of Commerce and Industry of the Russian Federation were publicly discussed in the business community of the Omsk region, organized by the Omsk Chamber of Commerce and Industry (including projects of professional standards 'Specialist in Real Estate', 'Specialist in Foreign Economic Activity', etc.).
Omsk CCI in conjunction with the Omsk Regional Branch of the Federal Antimonopoly Service of Russia in 2018 held a discussion in the business community of the draft professional standard 'Specialist in the Competition Law', which was developed on behalf of the President of Russia. July 5, 2018 Omsk CCI received the Certificate of Conformity of the examination center of the Qualifications Assessment Center of the Council for Professional Qualifications of Trade, Foreign Trade and Certain Types of Entrepreneurial and Economic Activities of the Chamber of Commerce and Industry of the Russian Federation, registration number 55.002. The Union Omsk Chamber of Commerce and Industry organized the points for the professional exam wthin the framework of the implementation of the Federal Law No. 238-FZ 'On Independent Qualification Assessment' for assessing qualifications for compliance with professional standards.
