The State Duma adopted a Statute regulating the production and turnover of bioethanol used as fuel. The Statute establishes that the Statute on state regulation of the production and turnover of ethyl alcohol will not apply to the production and (or) turnover of motor gasoline produced with the addition of ethyl alcohol or alcohol-containing products.
The law establishes the concept of 'bioethanol'. This is denatured ethyl alcohol, produced from food and (or) non-edible raw materials of plant origin, the denaturation of which is carried out in compliance with the requirements established by the Statute on state regulation of ethyl alcohol, and containing no more than 1% of water.
Deputy Prime Minister Alexei Gordeyev said in a speech at the Federation Council:
"We have an overproduction of grain, this is already obvious. Last year confirmed the presence of overproduction of grain; for the first time in the history of the country, over 50M tons of grain were exported during the agricultural year. If, for example, 10-15M tons of grain are sustainably transferred to the production of bioethanol, then it’s all to be transferred to oil companies and produce more environmentally friendly motor fuel, then this is right and logical, let's work.
