Requirements for grain exporters should be regulated by law, said Sergey Dankvert, head of the Rosselkhoznadzor (Federal Service for Veterinary and Phytosanitary Surveillance), at a final press conference on December 25. According to the head of the Rosselkhoznadzor, the law, which will determine the legal basis for state regulation of activities in the sphere of production and grain turnover, should clearly state all the requirements.
According to Sergey Dankvert, tougher regulation of exports is necessary to maintain Russia's leadership position in the global grain market. Now, about 80 countries have not only phytosanitary requirements, but also requirements for the quality of imported grain. The lack of necessary regulation does not allow for the requirements of importing countries. So, now the exporter can become a company that exists only for two weeks.
The head of the Rosselkhoznadzor also drew attention to the problem of shortfall in tax revenues due to offshore. "Each exporter has its affiliate company in the offshore. All shipments go through offshore. Why does everyone go through Lausanne? I personally want the situation to be better for the state. And the state would have more money. And taxes would have been paid," he concluded.
Obviously, we will soon see the target vector of these statements, whether it is a concern for the Russian budget or a concern for the consolidation of export grain flows.
