In order to improve the efficiency of budget spending and the transparency of purchases of goods, works, services, Omsk Region government customers were recommended to purchase 'small volume' (up to 100K RUR, $ 1438) through the Omsk Region Electronic Store service from April 1, 2018.
The possibility of price competition has been realized in the E-Store, an agreement is concluded with the purchase participant who submitted the lowest price offer. An individual submission of proposals by procurement participants is carried out in response to information on the specific needs of the customer. According to the results of the purchase, the signing of the contract by the supplier is possible both in written and electronic form.
As of December 21, state customers of the Omsk region using the E-Store concluded 425 contracts for the amount of 12,859.8K RUR ($ 184K), the percentage of price reduction was 4.3%. Thus, contracts for the supply of food, household goods, stationery, furniture, office equipment, paper, coal, firewood, household appliances, as well as maintenance work, the provision of training services and many others have been concluded through an electronic store. Procurement participants accredited on the RTS-tender electronic platform, additional registration in the electronic store is not required. Submission of proposals is possible with or without an electronic signature.
