Russian ADCTP and the Omsk Government signed a cooperation agreement

The Association of Clusters and Technology Parks of Russia held a practical session 'Formation and Development of Industrial Technoparks. State Support Measures' in the Omsk region. During the event, an agreement was also signed between the regional Government (Governor Alexander Burkov) and the Association of Clusters and Technology Parks of Russia (Director Andrey Shpilenko).

 

The document fixes agreements between the Omsk region and the Association of Clusters and Technology Parks of Russia on collaboration in matters of creating and developing industrial clusters and technology parks; increase competitiveness, investment attractiveness and the development of scientific, technical and innovative potential of the Omsk region; Strengthening interregional and international relations of the region in the field of industrial cooperation and the implementation of national projects, as well as other topics.

 

"The key factor for us is the creation of conditions for improving the investment climate. Omsk today needs high salaries, new jobs. In order for them to appear, we need investments. We need to understand the growth points, find optimal projects. It is important for us to decide who will be the main force on the creation of industrial technology parks in our region. I am convinced that there should be several technology parks in our region. Now it’s important to start this way and go through to the end," Alexander Burkov noted his interest in the emergence of technology parks and an active collaboration with the Association.

 

Representatives of the Association, within the practical session, reported in detail about the types of technology parks, their regulatory support; business models, technological infrastructure of technology parks on the example of sites successfully functioning in Russia. A separate plenary session was held on the conditions for participation in the competitive selection of technology parks of the Ministry of Economic Development of Russia as part of the National Project 'SMEs and Support for Individual Entrepreneurship Initiatives". Experts talked about the composition of the application; key stages and timing of selection; criteria for technology parks to participate in the competition; methodology for the selection and evaluation of applications. The agenda also included the obligations of the region and the technopark management company to receive this state support and to ensure the regulatory participation of the region in the competition. The final part was the discussion, which was aimed at the formation of new industrial technology parks in the Omsk region.

 

"During the discussion, we examined about six projects that are being developed with the aim of obtaining the status of an industrial technopark. It should be noted that at present three sites in the Omsk region have a fairly high degree of development. Within the agreement that we concluded today with the governor, we agreed to provide consultative and informational support so that the region could submit its applications for the competition of the Ministry of Economic Development of the Russian Federation in the future," Andrey Shpilenko, director of the Association of Clusters and Technology Parks of Russia, said.
