Boris Titov: the country needs technological investment

The Russian business ombudsman Boris Titov, speaking at the forum on the investment climate in Russia, noted that foreign investment is an indicator of the economic climate in the country and is undoubtedly useful for development.

Boris Titov stressed, it is necessary to pursue an industrial policy so that the economy receives 'good' foreign investment, which leads to technology transfer and innovative development:

"We are hopelessly behind technologically. We need not even monetary, but technological investments. Yes, we have a growing number of high-performing jobs, but this is still not enough," insists the business ombudsman. "And there is no invention in this. All the measures proposed in our Growth Strategy have already been successfully tested and proved to be effective at home or abroad. For example, the first Russian prime minister, Sergei Witte, has very clearly formulated a policy with respect to foreign investment. The highest barriers should be for the import of goods, the medium - for the import of means of production (equipment) and absolutely free access for foreign financial investments. That is, they should not come here with Coca-Cola banks, but with factories for its production. This should be aimed at the policy of the state."
