The Russian Association of Clusters and Technoparks called Omsk region the leader of the creating industrial clusters rating on a par with Moscow region, according to the website of the forum Technoprom-2017.
Mikhail Sutyaginsky, Chairman of the Directors Board of Titan Group, member of the General Council of Business Russia, shared his experience in industrial clusters creating at the 'Technoprom-2017' anniversary forum, which this year is held under the slogan 'Do it in Russia!' He was invited as a speaker at the round table 'Industrial Clusters as an Instrument for the Industrial Policy Implementation,' moderated by Andrei Shpilenko, Director of the Association of Clusters and Technoparks.
The organizers stated that the goals of the round table were to develop approaches to leading territorial and sectoral development of the leading sectors of the Russian economy, taking into account the prevailing international practices. Representatives of federal and regional authorities, heads of cluster development centers, development institutions, state corporations were invited to the discussion.
"Two industrial clusters have been established in Omsk region - Agrobiotechnological and Petrochemical," said Mikhail Sutyaginsky. "Cluster enterprises are now planning a number of joint projects to organize the release of new products, including import substitution. So, for example, Omsky Biocluster, which currently includes 19 enterprises and organizations, plans to produce amino acids and feed components included by the Ministry of Industry and Trade of the Russian Federation in the list of priority products that need to be replaced in the near future. Enterprises of the petrochemical cluster are also working to expand the range of import-substituting products of organic synthesis and polymers. All projects implemented within the framework of clusters are high-tech production with a high level of environmental protection and industrial safety."
During the discussion, issues related to improving the efficiency of industrial clusters were discussed, mechanisms aimed at introducing new approaches to industrial production in clusters were considered. In particular, Mikhail Sutyaginsky proposed to support the participants of industrial clusters that implement infrastructure projects, at the expense of the federal budget through the return of previously paid taxes.
Moderator of the discussion Andrey Shpilenko said that the Association of Clusters and Technoparks is planning to increase the efficiency of development of industrial clusters in Omsk, Lipetsk regions and eight other regions of Russia.
Recall that Agrobiotechnological and Petrochemical industrial clusters were established in Omsk region in 2016 on the initiative of the governor of the region Viktor Nazarov and the first in the Siberian Federal District entered the register of industrial clusters of the Ministry of Industry and Trade of Russia.
