The State Duma legislatively establishes the concept of an 'industrial technopark'

September 13, 2017, the State Duma approved in the first reading amendments to the Federal Law 'On Industrial Policy in the Russian Federation', which provides for the legislative enactment of the concept of an industrial technology park, as well as the legal basis for the operation of industrial technology parks, the Association of Clusters and Technoparks Association press service reported.

 

The current version of the Federal Law 'On Industrial Policy in the Russian Federation' lacks the concept of an 'industrial technopark' and does not define the competence of state bodies to establish requirements for industrial technology parks. The current status did not allow establishing unified requirements for industrial technology parks at the federal level and applying measures of state support for industrial technology parks, including private ownership, in the regions of the Russian Federation.

 

The amendments were prepared with the assistance of the Association of Clusters and Technoparks and complemented the current law with the notions of 'industrial technology park' and 'technological infrastructure', as well as provisions on the application of incentive measures for industrial activities for the management company of an industrial technopark and industrial organizations using technology facilities and industrial infrastructure, which are part of the industrial technology park.

 

Clarification of the terms 'industrial technology park' and 'technological infrastructure' is of key importance for the further development of the regulatory framework for industrial technoparks and their residents.
